CALL TO ACTION!!

OPPOSE County Bills 98, 99, 100
(Rural Tier Planning Time Bills)

  • Under these bills, no more than 25 homes can be approved to be built during the next year in the rural tier (most of the land in Prince George’s County east of Route 301). The purpose of these bills is to give the County government time to develop an overall plan for growth in the rural tier; however, these bills go much further.
  • These bills significantly increase the burden a potential builder, developer or individual must meet to receive permission to build. Under the bills, the development of a property must comply with the following:
    • The development cannot result in road changes
    • The development must enhance the rural character of the area by not disrupting a neighbor’s view, by encouraging the use of brick, stone and wood (vinyl and aluminum siding is discouraged), by disallowing chain link or vinyl fences, and by protecting scenic roads
    • The development must promote protection of wildlife habitat.
  • These bills AFFECT EXISTING HOMES! The only exemptions for building permits apply to permits that do not enlarge an original home (unless it is a deck, porch, family room or attached garage)
    • An existing homeowner would not be able to build room for an in-law, expand a kitchen, or add a bathroom without going through the process for one of the 25 permits issued during the year. And they would not be able to have that addition approved if it affects a neighbor’s view or is deemed out of sync with the rural character of the area
    • If an older home burns down, the rehabilitation of that home cannot enlarge the building or structure, even if new housing construction codes would require it in order to maintain the same living space in the dwelling.
  • Call the County Council or e-mail them and let them know you oppose these bills.
