NOW IS A GOOD TIME TO BUY IN PRINCE GEORGE'S COUNTY

"Prince George's County remains the most affordable in the Metro area," according to President Linda Simpson, who reviews the real estate market for the year 2007 in her Annual Report. Overall, she says, there was strong performance last year, noting that new commercial and residential projects have positioned Prince George's County to become a "new address" for the region. Furthermore, she points out that appreciation rates continue to inch upward, interest rates have gone down, and buyers have more buying power right now.

SENATOR GWENDOLYN BRITT PASSES SUDDENLY ON SATURDAY

Our prayers and sympathy go out to the family of Senator Gwendolyn Britt of the 47th Legislative District who passed away suddenly on Saturday morning, January 12th.   "The passing of Senator Britt is a tremendous loss not only to her family, but our family in the state Senate, her constituents in Prince George's County, and to the state of Maryland," Senate President Mike Miller said in a document. "Her dedication to public service, leadership on issues such as education, health care, and civil rights was unmatched, and her reputation as a consensus-builder will be greatly missed."

We at PGCAR are saddened in the passing of Senator Gwendolyn Britt. She was well liked both on a personal and professional level. Senator Britt was supportive of REALTOR® issues and always made an effort to attend PGCAR events. In fact, we were very pleased to have her MC the 2006 PGCAR Fair Housing Poster Contest Party and present certificates to the children, which included her granddaughter who was a contest participant.

 
2008 MAR LEGISLATIVE DAY- THIS WEDNESDAY, JANUARY 16

The Maryland Association of REALTORS® is hosting its annual Legislative Day this Wednesday at the Loews Annapolis Hotel. The program begins at 3:30 p.m. with registration starting at 3 p.m. Key Legislative officials have been invited and the program promises to be entertaining as well as informative. A reception will follow at 6 p.m. and will conclude at 8 p.m. REALTORS® and their guests are welcome to attend at a nominal cost of $15.00 for drinks and hors d'oeuvres. Parking is complementary with a validated MAR coupon issued at registration.

ANNUAL AWARDS COMPETITION

To participate in this year's awards, there is only a simple entry form to be filled in. These forms will be mailed in late January or early February to all those who qualify for an award. REALTOR® PREVIEW RECEPTION AT MARLBORO RIDGE

Toll Brothers® will host a special preview of the Marlboro Ridge Subdivision in Upper Marlboro for PGCAR REALTORS®. The reception will be held from 2 to 5 p.m. next Tuesday, January 22 and will provide those attending with an opportunity to preview the five models at Marlboro Ridge.

RPAC TEA & CAKE-OFF

Join the RPAC Committee for an afternoon Tea and Cake-Off on Wednesday, February 20 from 1 to 4 p.m. in the association classroom (8400 Corporate Drive, Suite 225, Landover, MD). Come sample the delicious cakes baked by fellow REALTORS® and help select the winning dessert. The cost is $10 per person. All proceeds will go to RPAC.

SAFEMLS® TOKENS

SAFEMLS® tokens tokens were mailed to MRIS subscribers' home addresses through Monday, January 7.

As of December 19, 2007 all MRIS subscribers are being directed to the new Secure Login screen to access the system. However, you have been able to login without the token for this period of time. January 28 is the date that MRIS is targeting for full cutover to Secure Login. Full cutover means that all login access to Matrix, Keystone and MRIS.com will require an MRIS User ID, PIN, and token password.

When you receive your token, you are encouraged to enroll it and use it. For more information about Secure Login, be sure to open the 12/13/2007 MRIS Product Update in your Inbox. Visit the MRIS website for additional updates.

EVENING CLASSES SCHEDULED FOR DC LICENSEES

Several evening classes have been scheduled for February for the convenience of our DC licensees. They include the DC Fair Housing class on Tuesday, February 12 and the DC Licensing Exam Preparation class on Wednesday, February 13.

As of January 1, 2008, the “Non-resident withholding tax” rate increased from 6% to 6.75% for individuals and from 7% to 8.25% for corporations. This increase effects all transactions occurring after January 1, 2008.

To properly account for the tax rate change, MAR has revised the Maryland Non-Resident Seller Transfer Withholding Addendum. This new form is effective as of January 1, 2008. Code of Ethics Case Study: Case #4-4:
Responsibility for Subordinates
(Revised Case #13-6 May, 1988. Transferred to Article 4 November, 1994. Revised November, 2001.)

REALTOR-ASSOCIATE® B, a sales associate in REALTOR® A's office, exclusively listed a suburban house and subsequently convinced the seller to accept $20,000 less than the listed price. Several weeks after the transfer of title, the seller filed a written complaint with the Board, charging REALTOR-ASSOCIATE® B with a violation of Article 4 in that REALTOR-ASSOCIATE® B had sold the property to his mother without disclosing this relationship to his client, the seller, and that REALTOR-ASSOCIATE® B got the price reduced for his mother's benefit.

The complaint was reviewed by the Grievance Committee which, with the complainant's concurrence, named REALTOR® A as an additional respondent.

At the hearing, REALTOR-ASSOCIATE® B stated that he saw nothing wrong in selling the property to his mother and that the seller would have accepted the contract at the reduced price, even if the buyer had not been REALTOR-ASSOCIATE® B's mother. REALTOR® A stated that REALTOR-ASSOCIATE® B was an independent contractor licensed with him. REALTOR® A acknowledged that he was accountable under the Code for the actions of other REALTORS® and REALTOR-ASSOCIATES® associated with him but shared with the panel information on his firm's orientation program. He noted that he required each licensee joining his firm to complete board-sponsored Code training. In addition, he required everyone in his firm to read Professionalism in Real Estate Practice, and produced a form signed by REALTOR-ASSOCIATE® B stating that he had carefully read and understood his personal obligation under the Code of Ethics.
