Prince George's County Proposed Fiscal Year 2016 Budget Calls for 15.6% Property Tax Increase

Recently County Executive Rushern Baker released his budget proposal for fiscal year 2016. In it, the County Executive is proposing a 15.6% property tax increase. That's a $447 ANNUAL TAX increase on a $300,000 home.

VOICE YOUR OPPOSITION - ATTEND THE HEARING

Prince George's County already leads the Maryland DC metro area in property taxes, closing costs, and transfer taxes. Unfortunately, we also lead in foreclosures and short sales.

Our housing market is too fragile right now to sustain a tax or fee increase. Prince George's 2014 single-family property settlements were down 6% compared to 2013.

Your customers are already struggling to get the necessary capital together to buy homes. This increase lessens their ability to purchase. For sellers it lessens the pool of ready, willing and able buyers.

PGCAR REALTORS® Award $10,000 in Scholarships to High School Seniors

David Maclin Memorial Scholarship Fund PGCAR's David Maclin Memorial Scholarship Fund has presented four more Prince George's County high school seniors with $2,500 college scholarships.

The Fund and its accompanying "Fun Run" are one of the Association's premiere community service endeavors. In honor of the late REALTOR® David Maclin's contributions to Prince George's County, the fund recognizes a student's commitment to community service, based on the theme "How I Made A Difference In My Community."

"Community service plays an important role in building neighborhoods. These young people have demonstrated community spirit. For that, REALTORS® are excited to help them attain their future goals," said PGCAR President, Desiree Callender.

"Seeing these high school students prepare for college with the assistance of the scholarship makes me so proud," commented Juanita Maclin, the Co-Chair of the Scholarship Committee and the wife of the deceased, David Maclin.

Those receiving 2015 scholarships are:
  • Amber Nicole Braswell of the Academy of Health Sciences at PGCC in Largo, is planning to attend Towson University.
  • Milan Turia Brown of Eleanor Roosevelt High School in Greenbelt, is planning to attend Howard University.
  • Tarck Mitchell of Charles Herbert Flowers High School in Springdale, is planning to attend Bowie State University.
  • Armani Breahn Tinnin of Charles Herbert Flowers High School in Springdale, is planning to attend the University of Maryland-Baltimore.
Thank you to the entire Maclin family, and to the Scholarship Committee members for bringing such a "good news" story to life! We also thank Saturday's Maclin Memorial Scholarship 5K participants and sponsors, and all Maclin Memorial Scholarship Fund donors and volunteers!!!

During the week of March 23, the Prince George's County Delegation in Annapolis was considering legislation to impose a six-month moratorium on foreclosures EXCLUSIVELY in Prince George's County. REALTORS® were opposed to this concept, as we believe that it would have drastically slowed our fragile real estate market recovery. Within a few days of members contacting our Delegates, the Senate REMOVED the 6-month foreclosure moratorium which was exclusive to Prince George's County, from proposed state legislation SB 756.

When PGCAR members and other REALTORS® act in large numbers, we help homeowners, our communities, our industry, and the economy. Please see the recent update to "Your Local RPAC Dollar AT WORK!"

County Home Sales Surged More Quickly Than Our Spring Temperatures Did!

In the single family market: March contracts were up 16.6% from February 2015, and up 7.6% Year-to-Date. March settlements were up 30.7% from February, up 17.1% YTD.

In the condo & coops markets: March contracts were up 12.7% from February, and up 11.5% YTD. March settlements were up 44.2% from February, up 22.5% YTD.

MORTGAGE RATES MOVE DOWN AGAIN
30-Year Fixed Rates Below 4%; 15-Year Fixed Rates Below 3%

"Mortgage rates fell slightly to 3.65 percent this week, positive news for potential homebuyers in the market this spring," said Ken Liefer, Freddie Mac's deputy chief economist. "Purchase applications in 60 of the 100 markets that MiMi tracks are up from the same time last year, including 20 markets that are showing double-digit increases. Reinforcing this positive momentum, existing home sales surged 6.1 percent to a seasonally adjusted annual rate of 5.19 million units in March, the highest annual rate since September 2013. Housing inventory rose 5.3 percent to 2 million homes for sale, but unsold inventory was little changed at a 4.6 month supply."

Freddie Mac reports the following averages for the week ending April 23, 2015:

The 30-year fixed-rate mortgage averaged 3.65%, down from 3.67% ~ Last year: 4.33%
The 15-year fixed-rate mortgage averaged 2.92%, down from 2.94% ~ Last year: 3.39%
The 5-year Treasury-indexed hybrid ARM averaged 2.84%, down from 2.88% ~ Last year: 3.03%
The 1-year Treasury-indexed ARM averaged 2.44%, down from 2.46% ~ Last year: 2.44%
