REALTORS® LEGISLATIVE MEETINGS & TRADE EXPO
Now Through This Saturday, May 16 in Washington, DC

The Annual REALTORS® Legislative Meetings & Trade Expo are a short Metro trip away this week. Take advantage of the FREE meetings, training sessions, and the Trade Expo. The Expo is open Wednesday and Thursday, 10 am to 6 pm.

  2. To see the most, check out the meetings and expo schedules. Plan your Convention Schedule in advance.
  3. Download the NAR Legislative App to your smart phone in advance, to more easily navigate the event.
  4. Plan your route to the Meetings and Expo in advance.
    • Metro from New Carrollton: Take the Orange Line (towards Vienna) to Metro Center. At Metro Center, transfer to the Red Line (towards Shady Grove) and ride to the Woodley Park-Zoo Metro Station. The Marriott Wardman Park trade show location (2660 Woodley Road NW) is a 0.13 mile walk from the station.
    • Metro from Greenbelt: Take the Green Line (towards Branch Avenue) to Fort Totten. At Fort Totten, transfer to the Red Line (towards Shady Grove) and ride to the Woodley Park-Zoo Metro Station. The Marriott Wardman Park trade show location (2660 Woodley Road NW) is a 0.13 mile walk from the station.
    • If driving, please carpool if possible. The nearest parking fills up quickly, and you'll save by sharing parking fees.

Prince George's County Proposed Fiscal Year 2016 Budget Calls for 15.6% Property Tax Increase
ACT NOW TO STOP INCREASE IN
PRINCE GEORGE'S COUNTY PROPERTY TAXES


Recently County Executive Rushern Baker released his budget proposal for fiscal year 2016. In it, the County Executive is proposing a 15.6% property tax increase. That's a $447 ANNUAL TAX increase on a $300,000 home.

Prince George's County already leads the Maryland DC metro area in property taxes, closing costs, and transfer taxes. Unfortunately, we also lead in foreclosures and short sales.

Our housing market is too fragile right now to sustain a tax or fee increase. Prince George's 2014 single-family property settlements were down 6% compared to 2013.

Home Buyers are already struggling to get the necessary capital together to buy homes. This increase lessens their ability to purchase. For sellers it lessens the pool of ready, willing and able buyers.

PGCAR REALTORS® Award $10,000 in Scholarships to High School Seniors

David Maclin Memorial Scholarship Fund PGCAR's David Maclin Memorial Scholarship Fund has presented four more Prince George's County high school seniors with $2,500 college scholarships.

The Fund and its accompanying "Fun Run" are one of the Association's premiere community service endeavors. In honor of the late REALTOR® David Maclin's contributions to Prince George's County, the fund recognizes a student's commitment to community service, based on the theme "How I Made A Difference In My Community."

"Community service plays an important role in building neighborhoods. These young people have demonstrated community spirit. For that, REALTORS® are excited to help them attain their future goals," said PGCAR President, Desiree Callender.

"Seeing these high school students prepare for college with the assistance of the scholarship makes me so proud," commented Juanita Maclin, the Co-Chair of the Scholarship Committee and the wife of the deceased, David Maclin.

Those receiving 2015 scholarships are:
  • Amber Nicole Braswell of the Academy of Health Sciences at PGCC in Largo, is planning to attend Towson University.
  • Milan Turia Brown of Eleanor Roosevelt High School in Greenbelt, is planning to attend Howard University.
  • Tarck Mitchell of Charles Herbert Flowers High School in Springdale, is planning to attend Bowie State University.
  • Armani Breahn Tinnin of Charles Herbert Flowers High School in Springdale, is planning to attend the University of Maryland-Baltimore.

Thank you to the entire Maclin family, and to the Scholarship Committee members for bringing such a "good news" story to life! We also thank all Maclin Memorial Scholarship 5K participants and sponsors, and Maclin Memorial Scholarship Fund donors and volunteers!!!

Volunteering pays in yet another way! Acceptance by NAR as a REALTOR® Emeritus, now requires 40 years of membership as a REALTOR® and/or REALTOR®-Associate member and one-year committee service at the local, state or national level. As of 2020, new REALTOR® Emeritus applicants will be required to have served at least one year at the national level. The typical progression is to volunteer at your local association, then state, then national. You'll sharpen your leadership skills at each level, as well as gain experience into the benefits of all 3 association levels.

BIG CHANGES IN LOAN ESTIMATES AND SETTLEMENTS COMING AUGUST 1
RESPA / TILA Changes Now Less Than 3 Months Away

The days of filling out the HUD-1 settlement form and getting a Good Faith Estimate (GFE) from the lender are winding down. On August 1, these two forms are going away. The Truth in Lending Act (TILA) disclosure form is going away, too. Replacing them are two new forms: the Closing Disclosure and the Loan Estimate. You can familiarize yourself with these new forms on the website of the Consumer Financial Protection Bureau (CFPB), which has taken over administration of the Real Estate Settlement Procedures Act (RESPA) from HUD. The Consumer Financial Protection Bureau's (CFPB) changes to the Real Estate Settlement Procedures Act (RESPA) and the Truth in Lending Act (TILA) will take effect on August 1, 2015. Several RESPA changes have already occurred; including new enforcement efforts under RESPA's anti-kickback provisions. CFPB is aggressively enforcing RESPA and people should be reminded that they cannot receive anything of value for the referral of settlement services in residential transactions involving a mortgage. Furthermore, marketing agreements are under extra scrutiny as well.

APRIL HOME SALES CONTINUE MONTHLY CLIMB
County Home Sales Surged Even Greater in April!

1022 contracts were signed during April alone, to purchase Prince George's County single family homes. This was a 7.35% increase over March 2015's 952 contract signings. Settlements also increased by 6.28% from March to April for a total of 643 single family home settlements during April 2015. For Prince George's County single family home sales year-to-date, listings have increased 8%, contracts have increased 9.3%, and settlements have increased 17.8% over 2014.

April condo and coop contracts increased 6.3% while settlements decreased from 111 in March to 91 in April (18%), and listings are hovering around 154.

For the year-to-date, condo listings have increased 29.1%, contracts have increased 16.9%, and settlements have increased 19.3% over 2014.

MORTGAGE RATES MOVE HIGHER
Rates Still at Historic Low Rates

"Mortgage rates rose this week to the highest level since the week of March 12 as a selloff in German bunds helped drive U.S. Treasury yields above 2.2 percent," said Ken Liefer, Freddie Mac's deputy chief economist. "The U.S. trade deficit reached $51.4 billion in March to the highest level since 2008. Also, the Institute for Supply Management's manufacturing index was unchanged in April, but manufacturing employment contracted as the index fell below 50 for the first time since May 2013."

Freddie Mac reports the following averages for the week ending May 7, 2015:

The 30-year fixed-rate mortgage averaged 3.80%, up from 3.68% ~ Last year: 4.21%
The 15-year fixed-rate mortgage averaged 3.02%, up from 2.94% ~ Last year: 3.32%
The 5-year Treasury-indexed hybrid ARM averaged 2.90%, up from 2.85% ~ Last year: 3.05%
The 1-year Treasury-indexed ARM averaged 2.46%, down from 2.49% ~ Last year: 2.43%
