David and Juanita Maclin Scholarship Winners

Prince George's County REALTORS® Award $10,000 in Scholarships to High School Seniors at April 21 Maclin 5K

On Saturday April 21, PGCAR hosted the 7th Annual Maclin Fun Run. Over 150 runners and volunteers came out on a beautiful morning to run, walk, dance, mingle and network while, in turn, supporting the David and Juanita Maclin Memorial Scholarship Fund.

The Fund and its accompanying "Fun Run" are one of the Association's premiere community service endeavors. In honor of the late REALTORS® David Maclin and Juanita Maclin's contributions to Prince George's County, the fund recognizes a student's commitment to community service, based on the theme "How I Made A Difference In My Community."

This year, through the Fund, four Prince George's County high school seniors were awarded $2,500 college scholarships to the college of their choice. A total of over $70,000 has now been awarded in Maclin Memorial Scholarships.

Those receiving 2018 scholarships are:

  • Nile Blass, of Bowie High School, is planning to attend Bennett College.
  • Jasmine Booker, of Eleanor Roosevelt High School, is planning to attend University of Maryland College Park.
  • Aniya Brown, of Oxon Hill High School, is planning to attend Norfolk State University.
  • Umu-Hawa Jalloh, of Eleanor Roosevelt High School, is planning to attend University of Notre Dame.

A contingent of REALTORS® participated in the 2018 Christmas in April Event on Saturday, April 28. This year REALTOR® volunteers were assigned to a District Heights homeowner where they performed yard work, clean up, painting, and more. All agreed it was a very worthwhile endeavor.

Candidate Application Open from June 1 through July 1

PGCAR is soliciting nominations for individuals who are interested in serving as a member of the PGCAR Board of Directors. The PGCAR membership will elect a President-Elect and Secretary to serve one-year terms and four (4) individuals to serve two-year terms on the Board of Directors. The 2018 - 2019 leadership service term begins on October 1, 2018.

Any individual wishing to run for President-Elect or Secretary:
  • must be a REALTOR® member in good standing of PGCAR,
  • must have held membership in PGCAR for a minimum of two years, and
  • must have served at least two years as a Member of the Board of Directors during the last four years.

Those running for a Director position:
  • must be a REALTOR® member in good standing of PGCAR,
  • must have held membership in PGCAR for a minimum of two years, and
  • during the last four years, must have completed at least two full years of service on a PGCAR standing or special committee or completed at least one full year of service on two separate standing or special committees.

Service on the Board of Directors requires a commitment to attend Board of Directors meetings (12 per year) as well as participating in other PGCAR activities.

Maryland's Primary Election is June 26th - Are You Registered to Vote?

It's May and Maryland's Primary Election is nearly upon us -- June 26th.

Many Marylanders are registered to vote - are you?

Early Voting begins June 14th through June 21st from 10 am until 8 pm at Maryland Early Voting Centers throughout the state. Be sure you are registered and learn more here about how to register and frequently asked questions.

Prince George's County continues to see one of the strongest housing rebounds in the region. That's why it especially important for you to come to the 2018 Housing Fair. Invite your customers and prospective customers to attend. It will only increase their excitement, while better preparing them as a home buyer and home owner.

This year's highlights include:
  • A drawing where THREE first-time homebuyers will receive up to $10,000 toward downpayment or closing costs. Send the Purchaser Information Sheet to those you know. Have them complete and bring it to the Housing Fair before 11:30 am to enter the drawing. They could win $10,000 towards their new home!

PGCAR Announces "Open Seat" 2018 Primary Election Endorsements

The Association's Political Tracking Task Force has completed the "vetting" process by interviewing candidates in anticipation of the 2018 Primary Election on June 26, 2018. The process was started with focus on the "open seat" County Council districts and the open seat County Executive (see below).

All of the candidates who were interviewed and who responded to our candidate questionnaire offer a wide range of personal and career experience. These candidates demonstrated that they understand the issues of concern to the real estate community, homebuyers, sellers and property owners in Prince George's County.

This election year we are very happy to point out that three of the below listed candidates have ties to the REALTOR® community; Candidates Jolene Ivey and Monique Walker are PGCAR REALTOR® members and Sydney Harrison, currently Clerk of the Court for Prince George's County, is a former PGCAR REALTOR® Member.

All of these candidates share a strong commitment to ensure an excellent quality of life in Prince George's County:

Below is a status report of issues followed by PGCAR and Maryland REALTORS® during the 2018 Maryland General Assembly Session and 2018 Prince George's County Council. Representatives of PGCAR frequently traveled to Annapolis and Upper Marlboro to lobby legislators and testify on a number of these issues. This year, we are happy to report, that we ended the Annapolis Session with several "wins" for REALTORS®. Our efforts before the County Council are on-going, as their session runs through December.

2018 Prince George's County and Annapolis Delegation Issues

CB-2-2018 - Commercial Zones - Fences - Exceptions - Municipal Zoning Authority
STATUS: Bill referred to the Planning, Zoning and Economic Development Committee
This Ordinance will align the provisions of the County Zoning Ordinance for development within the Commercial Zones with certain regulated fence uses, within duly authorized municipal corporations that have approved a variance for said fence use, within Prince George's County, Maryland.

PGCAR ACTION - PGCAR SUPPORTED the bill which provides an exception for municipal corporations where a variance application has been approved originally by the municipal corporation.

CB-5-2018 - Private Roads and Easements
The Planning Board is currently permitted to approve subdivisions containing private roads in specific zones, under a number of circumstances. This legislation allows the Planning Board to approve private roads and alleys within certain subdivisions in the C-M (Commercial Miscellaneous), C-S-C (Commercial Shopping Center), C-O (Commercial Office), I-3 (Planned Industrial/Employment Park), R-55 (One-Family Detached Residential), R-R (Rural Residential), and R-T (Townhouse) Zones under certain circumstances.

PGCAR ACTION - PGCAR SUPPORTED the bill with the understanding that the legislation provides flexibility in the design and layout of proposed townhouse developments that do not meet the requirement for frontage on a public road.

CR-9-2018 - Tax Credit Reform Commission
The legislation establishes a Tax Credit Reform Commission to review and analyze all the existing and proposed tax credits in the County to determine the tax credit's effectiveness, utilization, and efficacy in the County, and to recommend reform of the tax credit policy.

PGCAR ACTION - PGCAR SUPPORTED the Council Resolution and worked with the sponsor to be included as a member of the Tax Credit Reform Commission.

CB-10-2018 / CB-11-2018 - Short Term Rentals
STATUS: INTRODUCED by the Chair of the County Council
The legislation adds and defines the term Short-Term Rentals and adds it as a permitted uses in the Zoning Ordinance. Additionally, under CB-11-2018, the proposed legislation establishes licensing requirements for short-term rentals within Prince George's County, and, also establishes rules, fees, penalties and enforcement provisions for short-term rentals.

PGCAR ACTION - PGCAR staff is currently monitoring CB-10-2018 and CB-11-2018 (Short-Term Rentals).

HB 210 - Prince George's County - Abandoned Property - Special Property Tax Rate (PG 400-18)
STATUS: NOT PASSED This bill would have required Prince George's County to set a special property tax rate for certain unimproved lots and certain improved real property that are deemed to be neglected. The special tax rate would be 15% higher than that imposed on other property in Prince George's County.

PGCAR ACTION - PGCAR OPPOSED the bill with the understanding and appreciation of the concerns relative to abandoned and neglected properties. These and vacant foreclosure properties have had a drastic effect on our overall property values. However, the precedent of establishing a "special tax class" that is specific to a certain property classification is a concern which could disproportionately burden certain property owners.

HB 236 - Prince George's County - Affordable Housing Commission
(PG 408-18)
STATUS: PASSED - Effective July 1, 2018 and terminates June 30, 2019
This bill establishes the Affordable Housing Commission for Prince George's County, which is staffed by the Prince George's County Department of Housing and Community Development. The commission must (1) review the procedures and practices used in the county administration of housing and community development policies; (2) use existing studies, reports, and census data to examine the state of affordable housing in the county, as specified; and (3) examine industry trends in the location, production, and rehabilitation of single-family and multifamily housing. The commission must report its findings and recommendations to the county delegation to the General Assembly, the Governor, and the General Assembly by January 1, 2019.

PGCAR ACTION - PGCAR SUPPORTED the legislation that established the Affordable Housing Commission and worked with the sponsor to add PGCAR as the local representative instead of the Maryland REALTORS®.

The 30-year fixed mortgage rate remained at 4.55 percent over the past week.

The minimal movement of mortgage rates in these last three weeks reflects the current economic nirvana of a tight labor market, solid economic growth and restrained inflation. As we head into late spring, the demand for purchase credit remains rock solid, which should set us up for another robust summer home sales season.

While this year's higher rates - up 50 basis points from a year ago - have put pressure on the budgets of some home shoppers, weak inventory levels are what's keeping the housing market from a stronger sales pace.

Freddie Mac reports the following averages for the week ending May 10:

The 30-year fixed-rate mortgage averaged 4.55%, same as last week ~ Last year: 4.05%
The 15-year fixed-rate mortgage averaged 4.01%, down from 4.03% ~ Last year: 3.29%
The 5-year Treasury-indexed hybrid ARM averaged 3.77%, up from 3.69% ~ Last year: 3.14%

April saw a strong increase over March

For single family homes, from March 2018 to April 2018:
  • Contracts up 5.3%, Settlements up 5.5%
  • Average sales price up 0.77%
For condo / coop home sales, from March 2018 to April 2018:
  • Contracts up 11.0%, Settlements up 18.8%
  • Average sales price up 0.98%
For year-to-date sales, 2018 single family contracts and settlements are PLUS 2.8% and 1.7% over 2017.

The spring sales season surged much earlier in 2017, especially in the condo market. Our strong April 2018 sales brought the 2018 condo market within 1% of 2017 YTD condo contracts and within 1.3% of 2017 YTD condo settlements.
