We, the members of the Prince George's County Association of REALTORS® (PGCAR), are deeply saddened and dismayed by the horrific events that led to the death of George Floyd while in police custody in Minneapolis on Memorial Day. We join our colleagues locally and across the nation by offering our heartfelt condolences to Mr. Floyd's family, and urge that justice be served on the perpetrators of this heinous crime.

Our association serves one of the most diverse counties in the United States, and our membership is comprised of people representing numerous ethnic groups and cultures. Each day, we work to ensure our clients receive fair and equal treatment throughout the home buying and selling process, so the actions of those four former officers was nothing short of abhorrent.

It is our sincere hope and prayer that all Americans across the United States will rally together to eradicate these injustices on human life.

Run for the 2021 PGCAR Board of Directors

PGCAR Officer and Director
Candidate Applications are Due July 1

PGCAR members will soon vote on the following 6 positions for the 2020 / 2021 PGCAR Board of Directors.

A President-Elect and a Secretary will be Elected.

  • The President-Elect and Secretary positions are both one-year terms.
  • Candidates must be a REALTOR® member in good standing of PGCAR.
  • Candidates must have held membership in PGCAR for a minimum of two years.
  • Candidates must have served at least two years as a Member of the Board of Directors during the last four years.

Four Directors will be Elected.

  • Director positions are two-year terms.
  • Candidates must be a REALTOR® member in good standing of PGCAR.
  • Candidates must have held membership in PGCAR for a minimum of two years.
  • Candidates during the last four years, must have completed at least two full years of service on a PGCAR standing or special committee or completed at least one full year of service on two separate standing or special committees.

Are you interested and qualified to serve as a member of the PGCAR Board of Directors?
Do you know someone who is? (Encourage them to apply.)

All service on the Board of Directors requires a commitment to attend Board of Directors meetings (12 per year) as well as participating in other PGCAR activities.

The 2020 / 2021 leadership service term is October 1, 2020 through September 2021.

To be considered by the Credentials Committee for inclusion on the ballot, be prepared to submit a 1-page qualifications statement with relevant committee, community and professional experience, and your photograph with your Candidate Application.

Chances are, that during your career as a REALTOR®, you have been approached by someone seeking assistance in renting their property. Or maybe, you've engaged the notion yourself to acquire rental investment properties or try your hand at property management. Where these activities are well within the scope of your Maryland Real Estate License, they may be outside of the scope of your formal real estate education.

Article 11 of the REALTORS® Code of Ethics requires that REALTORS® offer services within their field of competence. As such, it is vitally important to ensure that you have a thorough knowledge of the various rental standards of practice and federal, state and local laws, prior to working with rental clients or customers.

2020 REAL ESTATE LEGISLATION

Defeating the 5% state sales tax on real estate and other services wasn't the only legislative victory for the REALTOR® Party this year.

Did you read the 2020 report of Maryland General Assembly (MGA) legislation that impacts our industry and real estate? Representatives of PGCAR frequently traveled to Annapolis to lobby legislators and testify on a number of these issues. Even with the 2020 MGA Session being shortened due to the COVID-19 pandemic, we are happy to report that we ended the Annapolis Session with several "wins" for REALTORS®.

Prince George's Maryland Monthly Market Watch


Prince George's County Residential Real Estate Market
With Listings Falling to 10-Year Low, Home Sellers Rewarded with Increased Home Sale Prices
and Quicker Sales

PGCAR reports April's local real estate market reflected opportunities for home sellers with quicker sales at higher average prices. In the midst of an escalating coronavirus pandemic that led to government-mandated stay-at-home measures and business slowdowns, there were 753 closed sales recorded, a decrease of 13.3 percent from April 2019. (April 2020 total sales volume was $259.5 million). The Average Sold Price increased 12.1 percent to $344,560, reflecting the County's limited inventory of existing homes.

Even with average home sale prices increasing, home buyers appear to recognize Prince George's as one of the go-to destinations in metropolitan Washington. As further indication that consumers are interested in buying homes, the Median Days on Market (DOM) was only 10 days, a decrease of 47.4 percent from April 2019. Average DOM was 29 days, a decrease of 23.7 percent from April 2019. In short, the pandemic and "Stay-at-Home" order appears to be deterring home sellers, but not buyers.

The chart above details April activity compared to the five-year average, an important longer-term measure of market trends. While New Listings, New Pendings and Closed Sales dropped substantially due to the COVID-19 pandemic, Median Sold Price and Average Sold to Original Listing Price both increased. The supply of homes for sale remains at a five-year low of 1.3 months (representing 1,247 units) available for sale (versus a 1,574 historical April measure and 1.9 month's supply.) This important statistic means that if no new listings come on the market and with typical demand, the supply will be exhausted in 1.3 months.

PGCAR President Yolanda Muckle shared: "We're pleased to report that in April, our real estate community showed that it could keep the health of our communities as our foremost priority, while still serving our home buyers and sellers. April was entirely under the "stay at home" mandate, and we never forgot our responsibility to flattening the curve in the Prince George's County and the DC region coronavirus pandemic impact. We will not let our guard down now either. However, the real estate community was deemed an essential business and we adjusted admirably to conducting business in a manner safe and responsible to preventing the spread of COVID-19."

"Thankfully, REALTORS® have been using tools such as virtual home tours and electronic signing services for several years so the transition has, in some ways, been a little easier," Muckle continued. "Our challenge is to instill confidence in our clients that we can market their property effectively so their home can be sold in a timely fashion. As we begin to realize that the new normal will be different than before and continue to evolve, we may see homeowners (who may have been considering selling their homes) being more motivated to do so as they spend more time at home than usual, and we spread the word on how well home buyers are responding to largely virtual home buying, inspections and settlements."

Mortgage Rates Up Just Slightly After Hitting All-Time Lowest Average in 50 Years

The average 30-year fixed-rate mortgage rose slightly from the 3.15 percent average reached the week ending May 28, the lowest rate in the survey's nearly 50-year history (since 1971).

"While the economy is slowly rebounding, all signs continue to point to a solid recovery in home sales activity heading into the summer as prospective buyers jump back into the market. Low mortgage rates are a key factor in this recovery," said Sam Khater, Freddie Mac Chief Economist. "While homebuyer demand is up and has been broad-based across most geographies, supply has been slower to improve. In fact, the gap between supply and demand has widened even further than the large gap that existed prior to the pandemic."

Freddie Mac reports the following averages as of June 4
and their change from last month (May 7) and last year:

  • The 30-year fixed-rate mortgage averaged 3.18%
    Down from 3.26% last month ~ Down from 3.82% last year
  • The 15-year fixed-rate mortgage averaged 2.62%
    Down from 2.73% last month ~ Down from 3.28% last year
  • The 5-year Treasury-indexed hybrid ARM averaged 3.1%
    Down from 3.17% last month ~ Down from 3.52% last year
