Please listen to the science, be aware of the COVID-19 case numbers (they're not as good as they should be), and do the normal practical things like talk with your doctor if you have questions about the flu vaccine or any other items to help you stay healthy. $16 Million in New Maryland Eviction Prevention Partnership Grants

20 Million in Tenant and Property Manager COVID-19 Funds and Growing
  • Application Period: Opened September 9.
  • Eligible applicants are Maryland Counties and Baltimore City.
  • Recipients of rental assistance may not exceed 80% Area Median Income (AMI), and must demonstrate job loss or reduction in work hours due to COVID-19.
  • Additional anticipated funding, pending HUD approval, will be administered by the Maryland Department of Housing and Community Development (DHCD) to local jurisdictions based on need through October 2020.​​​

DHCD has already distributed $2.2 million in Eviction Prevention Partnership grants to eight counties, part of a $20 million partnership with Maryland's local jurisdictions. Program website >

Assisted Housing Relief Application Reopens September 21

Governor Hogan also launched the Assisted Housing Relief Program, an eviction prevention program intended to help bring rental delinquencies current and provide real relief for tenants through direct payments to their eligible property management company. Tenants in eligible properties will be credited rent rebates paid directly to the property management company, which will eliminate their rental debt and the threat of eviction.

The program serves rental units in multifamily projects financed by DHCD's Community Development Administration using state funds or federal resources, such as the Low-Income Housing Tax Credit program where the unit rent is controlled. Application & details >

To date, the program has awarded nearly $6 million in funding to prevent eviction for more than 3,000 working families.

Moratorium on Evictions During State of Emergency

On March 16, Governor Hogan issued an emergency order that prohibits Maryland courts from ordering the eviction of any tenant who can demonstrate that their inability to pay rent was the result of COVID-19-for example, because of lost or reduced unemployment, or needing to care for a school-aged child-or because they are diagnosed with, or under investigation for, COVID-19. This order remains in place during the state of emergency.

Read how Prince George's County legislation CB-16-2020 (Landlord Tenant Code - Prohibition of Rent Increases, Rental Terminations and Late Fees During the COVID-19 Public Health Crisis) amends the County's Landlord-Tenant Code to prohibit rent increases, rental terminations; and prohibits late fees or penalties from being charged during the COVID-19 state-wide emergency.

VOTE in the 2020 Presidential Election
We only vote for the United States President every four years. As business people and REALTORS®, we witness how public policy affects our communities, the economy and housing. We should need no convincing how important local, state and national elections are. Don't miss this opportunity to vote!

Mail-In Voting

  1. Request your mail-in ballot by returning the form if you received one in the mail during the first half of September, request one online, complete a request at your local Board of Elections office, or complete and return this printable application.

    Tip: If voting by mail, apply at your Board of Elections office this week, or request your ballot online now so you receive it as quickly as possible.

  2. Carefully read and follow the instructions with your ballot, including using a black pen. Follow each detail so that your ballot can be counted.

  3. Return your mail-in ballot by mail using the self-addressed envelope it came with, hand deliver your ballot to your local Board of Elections, take it to an early voting center, take it to an Election Day vote center, or take it to a ballot drop off box.

Hand Delivering a Mail-in Ballot

  1. Request your mail-in ballot by returning the form if you received one in the mail during the first half of September, request one online, complete a request at your local Board of Elections office, or complete and return this printable application.

  2. Carefully read and follow the instructions with your ballot, including using a black pen. Follow each detail so that your ballot can be counted.

  3. Hand deliver your ballot to your local Board of Elections, take it to an early voting center, take it to an Election Day vote center, or take it to a ballot drop off box.

In-Person Early Voting

  • Early voting will be open from Monday, October 26 through Monday, November 2 (including Saturday and Sunday) from 7 am to 8 pm.

  • Vote in an early voting center in the county where you live.

  • If you also need to register to vote, register online before 9 pm October 13, or bring a document that proves where you live to in-person voting in order to register there.

In-Person Election Day Voting

  • Election Day is November 3, 2020. Vote centers will be open from 7 am to 8 pm.

  • Voters can cast their vote at any vote center in their county of residence, and Baltimore City residents can cast their vote at any vote center in the city.

  • If you also need to register to vote, register online before 9 pm October 13, or bring a document that proves where you live to in-person voting in order to register on Election Day.

Due to the COVID-19 pandemic and emergency orders, the 2020 Census deadline was extended from June 30 to September 30. Please take the survey, then ask all of your contacts to take the survey. Do you own rental property? Help the Census Bureau know if there are renters to contact by also completing a short information survey at census.gov for each property you own. Please also share the census.gov link and 2020 Census flyer with your renters.

Every Marylander left uncounted represents more than $18,250 in unaccessed federal funding for programs, including Medicare and Medicaid, the Supplemental Nutrition Assistance Program (SNAP), the Children's Health Insurance Program (CHIP), school construction, emergency preparedness, and transportation projects. Census data also informs reapportionment and redistricting, and ensures that Maryland receives appropriate representation in Congress.

The United States Census only happens every 10 years.

Another 50-Year Low Average Mortgage Rate;
First-Time Homebuyer Hit Historically High Sales in August

The 30-year fixed rate mortgage average reached another 50-year low of 2.86% the week ending September 10. That rose slightly to 2.87% the week ending September 17.

"Despite the recession, the very low mortgage environment has spurred many first-time homebuyers to jump into the real estate market," said Sam Khater, Freddie Mac's Chief Economist. "In August, first-time homebuyer activity rose 19 percent from July to the highest monthly level ever for Freddie Mac. The first-time homebuyer driven rebound in the housing market has come at a critical time for the economy."

Freddie Mac reports the following averages as of September 17
and their change from last month (August 20) and last year:

  • The 30-year fixed-rate mortgage averaged 2.87%
    Down from 2.99% last month ~ Down from 3.73% last year
  • The 15-year fixed-rate mortgage averaged 2.35%
    Down from 2.54% last month ~ Down from 3.21% last year
  • The 5-year Treasury-indexed hybrid ARM averaged 2.96%
    Down from 2.91% last month ~ Down from 3.49% last year
